The tool set...
'Arrows' are shafts designed to be set into flight in order to pierce a mark with a sharpened and penetrating arrow head.
Metaphorically, one's arrows are the efforts, endeavors and aspirations one shoots out into the world. Having the right arrow for the right target is a plus. It is like having a hammer to drive a nail... as opposed to having only a shoe or some such unsuitable device to drive a nail.
If your tool-box is well supplied with the tools needed for any occasion, then happy day. If there is frustration because you have the tools but no job to use them on, then that frustration may seek to let loose a few arrows at others.
Arrow heads, like fish hooks and barbed instruments/devices, can be difficult to remove once they have penetrated a target. Therefore, caution is needed regarding where you shoot your arrows, at whom, and why.
The challenge is applying the right tool for the right job.
