Rigging...
"Drilling for oil" is an endeavor which seeks to tap into valuable resources within the earth.
An oil rig is a structure built to allow the operation and manipulation of a drill bit attached to a long pole, presumably made of steel tubing, which is then turned in order to drill into the earth.
Rigging of all sorts also plays into this symbol. Consider a mast on a sail boat. There are pulleys and ropes, chains and ties used to raise and lower a sail.
Anything involving rigging can fit in this degree... including rigging a game, rigging a business deal.
The 'rig' in general is an important theme in this symbol/degree because all through the 6th degree symbols one can find reference to geometric constructions. Some use the square formation. Some triangles and arches. But all involve a super-structure that permits of doing some operation.
The resource sought for need not be oil. It can be water, for example. It may be money. But it always involves using one thing... tools, rigging and apparatus... to harness or access another power or resource.

Occidental just found a big field in California. It's there, we just need to have a govt that encourages the finding of local oil resources.
